Russell B. Koontz PORTSMOUTH Russell Bryant Koontz, 65, died Friday at 10 a.m. in his home, 83 Decatur St. He was a son of Dullas C. and Mrs.

Mittie Barton Koontz and was a native of Shenandoah, Va. He lived here 20 years and was a retired Naval Shipyard Survivors include his widow, Mrs. Eula Florence Koontz; three sons, L. Clinton Koontz of Vienna, and William F. Koontz and James R.

Sidney W. Powell SUFFOLK Sidney W. Powell, 76. retired farmer, died Friday morning in his home in Nansemond County after short illness. Melvin Jones, Lions Club Founder, Dies CHICAGO (AP)-Melvin Jones, 82, who founded Lions International in 1917 and guided its Development into the world's largest service club association, died Thursday at bis home in suburban Flossmoor.

He been in ill health since he suffered the first of several strokes last year. Jones had seen the service organization grow from the nucleus of a few men he called together in Chicago in 1917 to a vast international chain of clubs with 625,000 members in 15,615 clubs in 111 nations. Included are 427,000 members in 11,300 clubs in the United States. Jones was an insurance agent and secretary of a businessmen's club in 1914 when he began contracting independent clubs and associations throughout the nation about forming a service club group, one which would follow the philosophy he later incorporated into the Lions' motto "Wel Serve." His efforts materialized June 7, 1917, when delegates representing these clubs met in Chicago and formed the International Association of Lions Club. In three years there were Lions clubs with 6.451 members, and by 1930 there were 2.339 clubs with 79,863 members.

Jones was elected secretary of the association and later became its secretary-general. He gave up his insurance agency in 1926 to devote full time to the Lions. Jones, son of an Army scout captain, was born in the Arizona Territory in 1879. He is survived by his widow, Lillian. The body was taken to Lain D.

Williams Sr. Dies at 99 In Lynnhaven LYNNHAVEN-David Williams 99, died Thursday in his 3 home after a long illness. He was a son of Charles and Mrs. Mariah- Williams and the widower of Mrs. Elizabeth Williams.

A native of Prince George County, he lived in Lynnhaven 75 years. He was a retired employe of. Eureka Brick Princess Anne County, having 35 years of service. He was a member of St. Mark's A.M.E.

Church, Oceana, where he served on the trustee and stewards boards. Surviving are a son, David Williams Jr. of Lynnhaven, and five daughters, Mrs. Captorla Tucker. Mrs.
